‘Central share for 17 NLCPR projects to be released’

ITANAGAR, Sept 26: PWD Minister Gojen Gadi received assurance from Union Minister of State for Home Affairs Kiren Rijiju for release of central share for 17 NLCPR projects against which the utilization certificates (UCs) were already submitted by the state government.

Papum Pare district officials visit Durpa village
ITANAGAR, Sept 26: The officials of Papum Pare district administration today inspected the proposed firing range of 10th ITBP at Kimin. In the wake of the recent claims and counter claims as well as considering High Court directives in regards to PIL filed by Durpa Welfare Committee, the district administration along with representative of 10th ITBPF made spot visit of the disputed firing range area at Durpa village under Kimin circle.
The team was lead by Tai Kaye DC Papum Pare and comprised of PN Khirmey SP Papum Pare, Sibo Phassang EAC Kimin, Liken Koyu CO Kimin, Techi Hitlar DLRSO and representative of 10th ITBPF and Panchayat leaders of Kimin. The team interacted with the land owners and those opposing the firing range site.
While addressing the gathering, DC Kaye told that firing range is necessary for the continuation of the existing training centre of 10th ITBPF and as such High Court too had directed in its interim order that firing practice may continue after taking adequate safety measures for the safety of lives and properties of people living nearby.
Techi Hitlar DLRSO asserted that Govt. already has issued notification for the acquisition of land for establishment of firing range and district administration will conduct public hearing after 30 days inviting claims and objections. He also informed that hearing will be done at the firing range site itself so as to ascertain and identify the actual affected land owners. Meanwhile DC has directed ITBPF to take all the preventive measures before conducting the firing practice as per the HC directives.

“We were completely unaware about the deteriorating health condition of my son. Hostel owner only informed me when my son was at the last stage of his life. Immediately after getting the information about his health condition on 21st September I rushed to the hostel but found my child at near death condition. When I tried to evacuate him he died on the way to hospital,” narrated Neelam Sera, father of the decease child. “How come a private hostel of a prestigious school shows such negligence towards a hostel boarder? Are they interested only in collection of hostel fees?” Questioned Sera. If proper medical treatment had been given to my child, he could have been saved, the father lamented.
Meanwhile the parents have lodged an FIR at Hapoli police station and also made a complaint to the principal of VKV Joram for necessary action against the private hostel. The hapless parents also urged the district administration to deliver justice to them and to ban the private hostel as it ‘does not follow basic norm and shows careless attitude toward the boarder.’

State level consultation on ‘training of paralegal volunteers in Arunachal Pradesh’
ITANAGAR, Sept 26: Commending the efforts of the Paralegal Volunteers (PLVs) of the state in creating legal awareness and facilitating access to legal aid and services among the weaker sections of the society and rural communities of the state, Chief Secretary (Incharge), Dharmendra Kumar today called upon the PLVs to carry forward their mission and much needed intervention. He said their (PLVs) intervention is needed for positive social change, so that Arunachal Pradesh also moves on a law based rule and right based approach and vulnerable sections of society feel empowered.
He was addressing on the occasion of the “State Level Consultation on the Functioning of Paralegal Volunteers” here at State Banquet Hall. It has been organized by the Impulse NGO Network in collaboration with its State Partner, Atthupopo Social Foundation and supported by the Arunachal Pradesh State Legal Services Authority (APSLSA).
Emphasizing their relevance particularly in today’s times and in future, the Chief Secretary said that as Arunachal Pradesh is in a transitional stage, on the threshold of major transformation, he envisaged that the Paralegal volunteers has to play a proactive role in guiding and assisting the vulnerable sections of society. On the need for state support to sustain their activities and the need for financial support in conducting legal awareness activities, he advocated for collaborative and joint cooperative efforts. The CS urged them to come up with viable proposals in this regard.
The Consultation aims to bring together various stakeholders ranging from representatives from Law Dept, Member Secretary SLSA, NALSA, DLSAs, media, law enforcement, civil society and Govt. departments like social welfare, Health , Labour & education and law institutes to discuss about collaboration towards the objective to empower and improve the access to justice to marginalized people, particularly rural communities of the state
Earlier, representative from Impulse NGO Network Rosanna Lyngdoh informed that altogether 33 participants were trained as PLVs from 10 districts of the state from 12th to 14th May 2014. PLVs were identified from different fields including students, government employees, NGO workers, lawyers, teachers and entrepreneurs, she added.
The topics covered human rights, rights of women & children, laws & acts and communications methods. The activities conducted among rural communities across the state have increased awareness on legal rights, legal procedures and enhanced access to justice, legal rights and services, she further informed.
Outlining the achievements, she said timely intervention by PLVs has helped in rescuing of five trafficked children, who were trafficked for labour.
Within this span of three months, approximately 2250 people were made aware of the existence of legal aid system in the state through legal awareness in village level. To expand the reach, more awareness activities needed to be taken up particularly in remote villages in different districts and also stresses on more appointment of PLVs in every district and called for networking between PLVs and stakeholders in district level and more productive role of District Legal Services Authority and regular orientation training for PLVs on legal Rights & Laws.
Earlier, Member Secretary Arunachal Pradesh State legal Services Authority(APSLSA)& District and Sessions Judge, Budi Habung, informed that 3 Legal Aid Clinics have been opened at District Court Complex, Yupia, at Tawang and Changlang. APSLSA also plans to open legal aid clinic in all districts and has also proposed one in Arunchal Law academy in future.

Make Swachch Bharat Abhiyan a grand success: Governor
ITANAGAR, Sept 26: The Governor of Arunachal Pradesh Lt. Gen Nirbhay Sharma (Retd) appealed to the people of the state, especially students, employees, NGOs, community based organizations and civil society for whole hearted participation in the Swachch Bharat Abhiyan which will be launched on Oct 2 commemorating the birth anniversary of Mahatma Gandhi.
During the interaction with Chief Minister Nabam Tuki, his cabinet colleagues and the leader of opposition at Raj Bhawan here today, the Governor said that it is the vision of Prime Minister Narendra Modi to have a five year programme to make our country clean. The goal is to achieve Swachch Bharat by 2nd October 2019, as a fitting tribute to Mahatma Gandhi on his 150th birth anniversary. Consequently, the State Government will prepare an annual plan for the mission in the State.
The Governor reminded the gathering that our Father of the Nation considered cleanliness next to Godliness and called sanitation more important than political freedom. Participation by all of us young, not so young and old and from various sections of society, NGOs, Government bodies and particularly the youth is vital for this mission to succeed.
The Governor exhorted the State Cabinet to strengthen existing programmes and take up new ones to make the Itanagar city, towns and rural areas of the state totally sanitized, healthy and liveable. He also asked them to ensure sustainable good public health and environmental output for all with a special focus on hygiene and affordable sanitation facilities for the urban poor and women.
The Governor suggested for organising Swachchh Bharat Marathon, walkathons, painting competitions, ‘Awareness Marches’ at various society levels to create awareness in public at large about the cleanliness of houses and premises.
Highlighting on creating awareness on healthy usage of toilets to eliminate open defecation, the Governor stressed on repair, maintenance, cleaning and sanitization of public and community toilets. He suggested for display of message of cleanliness through sign boards at public places, particularly in market.
The Governor also emphasized on construction of toilets in schools and Angawadi centres, while accentuating on the importance of instilling good hygienic habits amongst the children and youth. He insisted on educating school children about importance of sanitation, through distribution of hygiene educating materials. The Governor advised the State Government to provide the adequate fund and take prompt action for removal of debris and garbage heaps in public places. He recommended for cleaning of Government buildings including removal of excess furniture and obsolete files lying in the corridors.
Continuing with its Clean and Green Arunachal drive for which the Raj Bhawan has always been known for in the past, the Governor urged upon every citizen of Arunachal Pradesh, through the State Government to devote at least two hours every week towards cleanliness, which make hundred hours every year, reports PRO to Governor
Meanwhile, the state Govt decided to celebrate the Swachch Bharat Abhiyan across Arunachal Pradesh in a grand manner.
In the twin capital city of Itanagar and Naharlagun, the main focused areas for the sanitation programme are General Hospital Naharlagun, markets and APST bus stations/terminals. The other areas selected for Special Sanitation Programme are Itanagar Gompa complex, Dera Natung Govt. College and Press Club Office compound. All the citizens of Naharlagun and Itanagar are requested to participate in the Special Sanitation Programme on eve of Gandhi Jayanti with the State Govt.
The programme in the State Capital will be flagged of by the Governor of Arunachal Pradesh at Raj Bhawan in the morning and it will start simultaneously in all selected areas.
In the district headquarters also, similar programme will be organized by the Deputy Commissioners. In the villages/Gram Panchayat the Swachh Bharat Abhiyan has already started from Sept 25, according to an official release.
Don’t destroy beauty of Ziro Valley in the name of modernization: Rijiju

ZIRO, Sept 26: Union Minister of State for Home Kiren Rijiju appealed to the people not to destroy the present beauty of Ziro Valley in the name of modernization.
Inaugurating the 3rd Ziro Festival of Music at Biirii ground here yesterday, Rijiju said that modernization has been a continuous process for better and change in our traditional practices in accordance with time is also very necessary for development. But, in the process, we destroy our environment knowingly or unknowingly which bring negative impact, he said.
Appreciating the organizer for conducting ZFM for the third time consecutively which is gaining popularity on every passing year, he assured to discuss with the State government for extending necessary support to further popularize and make it a regular event.
“Located at the centre of the State, Ziro has witnessed many an important events, including the announcement of renaming of NEFA to Arunachal Pradesh in January 1972, for which it should be identified as centre of culture, heritage and so on.”
Referring to irresponsive attitude of central Govt. in the past, he said that though Arunachal Pradesh is located in an important strategic point yet New Delhi was not giving due attention to its people. My priority would be to create ambiance in parliament, central government and country as a whole so that people of Arunachal are respected, Rijiju said.
Though the rays of the sun kiss Arunachal Pradesh first in the country the rays of development have not touched this state as compared to other states. During my tenure, I will put my best efforts so that rays of development fall equally in all parts of the country, including Arunachal. Rijiju assured to bring changes in some important sectors like education, sanitation, health, etc in Arunachal Pradesh.

He suggested that the state government should come up with viable projects to unlock the landlocked geographical terrains and pave way for foreign investments for economic growth.
While categorizing tourism and hydro power as the key sectors for the growth of economy in Arunachal Pradesh, the Bangladesh High Commissioner pitched on working hand in hand to encourage these sectors.
Tariq Ahmad Karim, who is retiring from his present post shortly, said that he would wish to visit the state again later sometime in his personal capacity. He however said that even when he is retiring as Bangladesh High Commissioner, he would always have a positive and cooperative thought for Arunachal Pradesh in whatever capacity he would be in the later stage. District level training on special summary revision held

High power panel visits roads in capital region
ITANAGAR, Sept 26: The high power committee constituted by the state Govt to look into the traffic congestion and bad road conditions in the Capital Complex today conducted spot visit of various roads at Naharlagun and Itanagar.
The Committee members and stakeholders led by Capital Deputy Commissioner Mige Kamki along with SP Traffic Hibu Tamang, ADM Talo Potom, EE, PWD, Naharlagun Tanya Soki, Dy Chief Councillor, IMC, Kipa Babu conducted spot verification roads at various locations in Naharlagun.
At Itanagar, the members along with Tana Nikam, Executive Engineer, PWD Division B and other officers inspected several locations including proposed road diversion and critical junctures.

3rd Tanw Lenba Bicycle Expedition
ITANAGAR, Sept 26: The 3rd Tanw Leñba Bicycle Expedition was flagged off by Lower Subansiri Deputy Commissioner Krishna Mohan Uppu at Ziro today. A large number bicyclist from Ziro and Itanagar participated in the expedition conducted by NgunuZiro.
“We should pursue the concept of sustainable development and use of bicycles may play an important role in it,” said the Deputy Commissioner. He suggested that such expedition should be organized more frequently. Explaining the purpose of the bicycle expedition, Dr. Tage Kanno said that the theme this year is the Apatani Cultural Landscape which has been included in the tentative list of UNESCO’s World Heritage Site (WHS). Use of bicycles in everyday life would go a long way in controlling the pollution and other associated problems due to increase in population of both humans and vehicles.
Wing Commander (Retd.) Gyati Kago, Officer on Special Duty (Civil Aviation), Government of Arunachal Pradesh, who also participated in the expedition, conducted a discussion on the concept of WHS for Ziro valley. All the participants enthusiastically took part in the discussions, cleared their doubts and gave many inputs for the process of nomination.
The Tanw Leñba Bicycle Expedition this year covered a distance of 25 km around all the Apatani villages in Ziro. It was started to promote bicycles as a local mode of transport and each year, a theme is selected.
It was the promotion of Zero Waste Management concept last year and aimed at promoting Ziro Valley as a WHS this year.
NLCT denies extortion allegation
ITANAGAR, Sept 26: The National Liberation Council of Taniland (NLCT) has denied the allegation of extortion, which it claimed, level against them. In a press statement NLCT termed the allegation baseless saying that the organization stands for state boundary and the welfare of the public and against corruption. It appealed to the people not to have negative perception against the organization.
ASU seeks women college at Ziro
ITANAGAR, Sept 26: Apatani Students’ Union (ASU) had sought intervention of the Union Minister of State for Home Affairs Kiren Rijiju for establishment of Women College at Ziro.
In its two points memorandum submitted to MoS for Home Affairs, ASU stated that the valley has been regarded as hub of education up to school level due to its consistent academic excellent records. The union further rued that despite maintaining good records in education sector, Ziro is deprived of higher educational institutions. It also drew Rijiju’s attention towards the poor condition of government higher secondary school Ziro and requested him to sanction fund to restore the school infrastructures including boundary wall to contain encroachment menace.

ITANAGAR, Sept 26: A team of Capital Complex Land Affected Peoples' Forum (CCLAPF) yesterday met Parliamentary Secretary (Land, UD and Town Planning Department) Techi Kaso and held a discussion with him on various issues pertaining to eviction order issued by the CEO, Capital Complex.
The CCLAPF team submitted a representation to him and sought his cooperation in bringing solution on this issue. The Parliamentary Secretary Kaso assured the Forum that the matter will be discussed with the Govt. to bring solution to the matter, CCLAPF said in a release.
ABVP contributes to JK flood victims
ITANAGAR, Sept 26: Akhil Bharatiya Vidhyarthi Parishad (ABVP), Capital Complex unit came out to help the victims of floods in Jammu and Kashmir.
An ABVP team visited three government higher secondary schools in Itanagar, RG Polytechnic College, DNG College and Govt. Girls College, Lekhi in the last two days and collected Rs 23,740 donated by the students. The collected amount was deposited to ‘ABVP Jammu Kashmir Apda Rahat Kos,’ informed an ABVP release.

The Forum also urged for cancellation of Gram Sabha resolution of 2012 and release of forest compensation as per assessment report. The Forum claimed that there was no any such gram sabha meeting held in any part of the district as per physical interaction with the last panchayat leaders.
Preparation for Swachh Bharat Mission
TEZU, Sept 26: Lohit district deputy commissioner Dr B M Mishra in a meeting here today instructed all the stakeholders to participate in the Swachh Bharat Mission which will be launching on Oct 2.
Since all the dirt and waste cannot be cleaned on a day, the DC has instructed the Tezu Bazaar committee to start their cleanliness drive early. He is scheduled to visit the market on 2nd October to inspect the sanitary practices such as use of dustbins etc.
He has also instructed the Deputy Director Urban Development Tezu to issue an order penalizing people who dump garbage at unspecified sites. Meanwhile, he also asked the Deputy Director to work out a site and plan for a notified dumping ground. Another instruction was given to the Block Development Office of Tezu to conduct the Swachh Panchayat Sapta with the participation of Panchayat members and rural masses in a successful manner. Swachch Bharat Abhiyan
ITANAGAR, Sept 26: Secretary, Education R.K. Mishra and Joint Director, Higher and Technical Education Dr. Tejum Pada launched a campaign under “Swachch Bharat Abhiyan” at Rajiv Gandhi Govt. Polytechnic here today, where both Mishra and Padu joined the students, teachers and other staff in cleaning the polytechnic campus.
While highlighting about the ambitious programme, Sharma asked all to become part of the mission and put their best effort for the success of the campaign.

Through the column of your esteem daily, We, on behalf of all the distressed peoples of Lower Dibang Valley District and Dibang Valley District would like to extend our deepest appreciation to our beloved and honourable Member of Parliament, Eastern Parliamentary Constituency, Ninnong Ering.
He is the first ever M.P. of Eastern Parliamentary Constituency who visits our water locked & bottleneck region after regular intervals.
Although there had been many M.P.s that we had elected to ease our maladies, other than him no one turn up. He has been very attentive and judicious in interacting with the people of Lower Dibang valley and Dibang Valley District.
Ering is a man to be most praised, as he always choose to visit us in rainy seasons when the connectivity is at worst, sometimes on foot , sometimes on elephant and sometimes taking the risk of the precarious boats in turbulent and treacherous weather. We are convinced that leader like him should be an example, to be learned, for the contemporaries of today.

Improve accountability
Dear Editor,
Should we ever remain a mute spectator or just be humbled with a tag of a very sufferance denizen through out whole episodes of social & political turmoil, snail pace developments, shattered law and order, backwardness in economy, unstressed bureaucracy and administration & unplaced pressure groups? How our state has grown up today and we are still obediently enduring without expressing even a word of disapproval.
Development of roads and highways at the cost of potholes, land slides, mudslides & traffic congestion ; Development of a clean city at the cost of garbage dumps, filth, rotten odor; Dealing competitive exams with downpour of controversies and criticisms, series of assurances of law and order with chains of incidents of robbery, murder, kidnappings.
The land of the rising Sun need to improve the accountability and effectiveness in basic parameters in order to rise above all hullabaloo.

Stop violence against teachers
Dear Editor,
Through the column of your esteemed daily, I would like to share regarding recent violence against a teacher of D.N.G.C (Dera Natung Govt. College), itanagar.
“Mata, pita, guru daivam” a quote taught in every school has very little value now as compared to what traditionally people in India believed in.
Recently, a car of an assistant professor was allegedly set on fire by a group of students in D.N.G.C itanagar.
Last year also one incident occurred when some people misbehaved with three faculties and attempted to assault them during the verification process.
D.N.G.C is the second institute of higher education in our state with a maximum student’s capacity. It has its own reputation but if teachers are not safe in this institution, then how will the college run smoothly? Apart from parents, they also shape our lives by imparting knowledge to us and help inculcate good morals to us.
So, it’s my plea to the education minister and the concerned organization to take immediate measures’ to stop violence against the teachers’ community in the state. Install CC TV cameras and deploy security personnel in the entry and exit point of all the institutions in the state.

The ever increasing rate of inflation across the country has a definite steep ripple
effect on the prices of the daily consumable items in our daily local market. Issues
have been raised by many common people, district authorities which has eventually
subsided without any outcome. Adding to our existing daily problems of bad roads
filled with potholes, inflation rate of consumable items, deteriorating law & order,
followed by the exponential hike of the electricity bill. Per unit of non-
Most of the common people know the natural calamity is certain to come sooner or later due to irrational creation of dams in every possible stream which is directly affecting the equilibrium of the environment. In both fronts, the indigenous people are facing the calamity; the former is losing the lives in untimely break of the dams, and the latter is paying the hefty electricity bill to the power department. Is it not the responsibility of the power department to supply 24x7 as per the suitable existing Govt. norms?
An interesting facts of the matter for levying such hefty tariff rates cited by the power department is to earn revenues to compensate the main supplier. But this lead to the subsequent questions, a) whether the power department is a service or profit oriented
b) whether their policy allow benchmark of continuous interrupted power supply
c) Renting a meter to every home by power department which shows abnormal usage of units.
With the recent phase of power supply, economic activities of the twin cities is paralyzed completely. There is a common saying that the people are paying the electricity bill for continuous interrupted power supply and the day is not so far when the state will move into dark period of underdevelopment. The atrocities are rising against the power department day by day and it may further escalate into agitation if the demands are not met.

The Irony of RGU
Dear Editor,
An advertisement appeared in the local dailies of the state Inviting application in mid 2013 for the post of Assistant Registrar and various non teaching/supporting staffs for RGU. I applied for the post of Assistant Registrar and received my calling letter on January 2014. The written examination was held on 1st February 2014. Out of all the examinees for Assistant registrar, more than sixty (60) aspirants qualified and were called for viva voice test.
In March 2014, all the qualified candidates appeared for the viva voice examination just for Two (2) vacant posts of Assistant Registrar.
Till today, more than six (6) months after the Viva Voce, the result is not declared/made public. The result is not available even in the official website of RGU.
This act of privacy/secrecy maintained by the RGU authorities compels one to question whether there is foul play.
